*With time* is the key term here, IMHO - atleast according to Dulinor's original plan. His initial reforms are designed to make his later ones - several "repairs" to the political system - possible and easier to make. Also remember that Dulinor's view about what a "liberal democracy" is is coloured by the fact of him being a High Noble; he'll be looking for ways to incorporate semi-democratic reforms into the Imperium without getting rid of the Nobility or the Emperor. Constitutional Monarchy is probably the most accurate term for what he'll be trying to create. Economy-wise, I'd say that his approach will by Kayenesian (sp?) capitalism, that is a market with the Imperial government active in it (by taxing the big capitalists and then re-investing the money in projects for the good-of-all, some of them performed by private contractors, others by state-owned companies), and a "New Deal"-style approach to welfare.
His next (planned) reforms will be:
4) The creation of a House of People's Representatives, with each Subsector electing one representative. The Scout Service - and probably the Marines - will be employed to prevent intervention attempts by local governments to prevent the population from voting (this is another good reason for the previously mentioned "restructuring" of the Armed Forces). The House will not replace the Moot or the Emperor but will counterbalance them (with the ability to veto decisions in certain fields?). Elections will be held once in 10 years.
5) A general amnesty to all political prisoners previously held by the Imperion (see A1: Kinunir for examples); many of them will even be knighted by Dulinor for their Heroic Efforts in the Fight for Democracy.
6) The big technological change: The comissioning of a new X-Boat network, at Jump-6, with transmissions over them subsidized by the Imperium. This will allow the People to communicate at speeds previously only in use of the military and the Nobility.
7) A partial repeal of Paula's edicts: a slow and partial relegalization of Psionics, allowing individual Institutes to receave a Charter and an Amnsety from the Emperor or the local Archduke on a case-by-case basis (to prevent Zhodani infiltration). Also a propaganda campaign to combat anti-Psionic prejudice.
8) An attempt for an historical accord with both the Solomani and the Zhodani, essentially high-level negotiations about creating new, permament borders and about a partial demilitarization of the border areas. An Imperial official recognotion of Solomani independence.
9) The nationalization of all property (fiefs, stocks, money, starships) and revokement of title of Nobles who choose to defy Dulinor. This will hjave two purposes, first to enrich the Imperial treasury, and, second, be a big deterrant against rebellion - if you rebel, you don't only risk your life - you also risk your children's title and fortune.
10) "An offer that cannot be refused" to all planetary dictators (Gov A+): resign - and recieve immunity from trial for any warcrimes and/or corruption you've commited, PLUS live on Capital on a fat pension for the rest of your lives. Once a dictator or group of dictators resign, a new Imperial service - the Governmental Advisory Board (GAB) - will help set up a new, democratic (GOV 4) government. No attempts to remove non-compliant dictators will be done yet, but Dulinor will hint at the possibility of such a coming change.
