This will create a more fair tax system, with the rich Nobles and big shareholders (most of them nobles too) paying most of the taxes. Dulinor himself will lead by example and donate 50% of his (post-tax) corporate-stock and fief dividends to the new IWS (Imperial Welfare Service).

3) A massive investment by the Imperium in Subsidized Traders and in comfortable mortgages (far more comfortable than in LBB2) for Free Traders; an Imperial subsidy to passage in Free and Subsidized Traders; and an Imperial subsidy of planetside small businesses. This will help "the small citizen" at the expense of the Megacorps, AND will create a system of transport which will be loyal to the Emperor and willing to do "side jobs" for him...

I definitely agree that Dulinor's federalism (i.e., making the individual more involved in the Imperium) would include individual taxation.

But I think another, more important, transformation would be technological, especially Jump technology. So, I'm thinking that a more federalized Imperium is going to require somewhat faster communication for the "everyday" folks, therefore increasing the standard jump available to level 4 or 5, leaving J6 for the folks with money and connections.

Remember, the big one was to transform the Imperium into a Liberal Democracy. Whether this would be aristocratic (allowing some role the nobility) or republican (give more voice to the people).

With time he would have perhaps begin introduce Regime Change to harmonize/align different planets with the Central government.

Certainly, also there would be demands for redistribution which would have been an increase in living standards.

In Foreign Policy, there would be a reproachment with the Solomani Confederation and perhaps even a two goverments, one system approach through the standardization of the Imperial Credit.

Cultural Policies would be the creation of Cosmopolitical space. Whereby, homeworldism would still thrive but the Imperium-wide institutions would gain more identity.

*With time* is the key term here, IMHO - atleast according to Dulinor's original plan. His initial reforms are designed to make his later ones - several "repairs" to the political system - possible and easier to make. Also remember that Dulinor's view about what a "liberal democracy" is is coloured by the fact of him being a High Noble; he'll be looking for ways to incorporate semi-democratic reforms into the Imperium without getting rid of the Nobility or the Emperor. Constitutional Monarchy is probably the most accurate term for what he'll be trying to create. Economy-wise, I'd say that his approach will by Kayenesian (sp?) capitalism, that is a market with the Imperial government active in it (by taxing the big capitalists and then re-investing the money in projects for the good-of-all, some of them performed by private contractors, others by state-owned companies), and a "New Deal"-style approach to welfare.

His next (planned) reforms will be:

4) The creation of a House of People's Representatives, with each Subsector electing one representative. The Scout Service - and probably the Marines - will be employed to prevent intervention attempts by local governments to prevent the population from voting (this is another good reason for the previously mentioned "restructuring" of the Armed Forces). The House will not replace the Moot or the Emperor but will counterbalance them (with the ability to veto decisions in certain fields?). Elections will be held once in 10 years.

5) A general amnesty to all political prisoners previously held by the Imperion (see A1: Kinunir for examples); many of them will even be knighted by Dulinor for their Heroic Efforts in the Fight for Democracy.

6) The big technological change: The comissioning of a new X-Boat network, at Jump-6, with transmissions over them subsidized by the Imperium. This will allow the People to communicate at speeds previously only in use of the military and the Nobility.
