IRIS was actually a nice idea, but the one thing that always struck me as odd in terms of suspension of disbelief was the fact that they were hyperspecialised in protecting the emperor (kind of an NSA for Strephon), but the one time they were needed, they didn´t deliver. Some intelligence outfit.
As to Dave Nilsen´s "deconstruction": I agree it left you with a whole lot of open avenues, especially when switching to TNE. IMTU, IRIS became the seed of a semi-militaristic pocket empire in the wilds.
