Actually, a 100 ton "missile" could be effective using High Guard design. If you assume TL 15 you can give the missile a lvl 9 nuclear damper, lvl 9 meson screens, lvl 9 armor, some ablative coating or sand, a Model 1bis(R) computer maneuver 6 with matching power plant and still have 10 tons left over for a warhead. Fuel would be pretty minimal as I would assume just an hour or two max would be necessary to reach a target.
10 tons of something at TL 15 that detonates horribly is probably sufficent to do in most stuff. Such a weapon might not be used immediately in a battle. Instead, you have some ships carrying several of these (number depending on size) and after other ships have cut down the enemy defenses some you launch them on the now their somewhat damaged targets. Given the massive passive defenses and their speed you need only get one of several on a target to take it out or so cripple it that subsequent hits finish it off.
Think of it as a Traveller equivalent to a modern day "carrier killer."
