Setting bond on high law worlds

I was reading some current articles and this idea struck me as a good one for use in Traveller.

On high law level worlds, or ones where the natives might not want your presence for whatever snooty reason, players might be required to set a bond before being allowed entrance. This could be anything from reasonable to a veritable king's ransom depending on circumstances.

Once paid, the player is allowed entrance under conditions set in the bond. These too could be reasonable to horribly unreasonable. On the horrible side, there could be constant monitoring--maybe the locals are monitored too-- and any infraction is deducted from your bond. Run out of bond money and you get arrested and deported, never to be able to return, etc.

Or they get the joy of trying to get the money back from the government who suddenly is reluctant to return it without the proper forms and such along with a, not previously mentioned, "processing fee."

This could be used for all sorts of nefarious ends as a means to manipulate where a scenario is going or going off the rails.
 
Think of a world that operates like the one in Demolition Man. 'You have been fined five credits for cursing...' says a disembodied, pleasant voice out of nowhere as you walk down the street. Your bond money evaporates faster than mud puddle on a hot day.
 
So, were you the one RUNNING the Bwap Officials in the prison-break scenario at the gaming table at TravellerCon/USA this year, or did you just give that referee the idea . . . :devilish:
