Let me challenge that assumption with some higher TL design assumptions.
Let's start with a Megabuilding one mile square at the base and two miles tall with another half-mile deep basement buried into the bedrock for support - home to 300,000 people - as the basic building unit. Now let's place them in a grid with a one mile gap between each Megabuilding and its neighbor. Covering just Florida with these structures will support a population of about 6 billion people (Trav pop 9). Covering all of North America will support a population of about 900 billion people (Trav pop C). Covering all of the Western Hemisphere will support a population of about 2 trillion people (Trav pop D).
First, let's look at the ecology outside of the Megastructures. Each square mile of megastructure is connected to adjacent megastructures by one square mile of parkland, which is itself adjacent to two square miles of wilderness preserve. One quarter of the land in the Western Hemisphere is urban, one quarter is parkland and one-half is wilderness. In addition, all of Europe, Africa, Asia, Austrailia and Antarctica have been returned to undeveloped wilderness.
Now let's look at life in the Megastructure. First, the subterranean one third of each structure is high density farming ... hydroponics, silviculture, vat grown protein ... that supplies about 80% of the food needs of the megastructure. Each of the remaining 528 levels (two stories tall) is home to 640 people. Each person lives in a house with one-quarter acre of private garden per person, where you can enjoy the fresh produce from your own garden. An additional 160 acres of each level are set aside for community gardens and recreational parklands. An additional 160 acres are set aside for a thriving commercial district ... a super-mall with shopping, offices and light manufacturing. Another 100 acres are civic places like government buildings, utilities, libraries, playhouses, museums, water parks and assorted recreational areas. The last 60 acres are dedicated to heavy industry and transportation.
With an acre of floor area per person, these megastructure dwellers enjoy a life similar to any small town farming community, plus access to all of the amenities of living an elevator ride away from a city of 300,000 people.
