Trade Codes + Population as limiter for Hull Sizes in construction capability

How do you fit 200+ hours of labor productivity into a 168 hour week again? šŸ˜–

Point being that even if you "overpay" for the construction, there are limits to how fast you can go (even with bottomless pits of cash). There are other constraints.
You hire more people/bots and they work OT too.
 
How about a simpler system?

Pop level equal to computer model size limits.

LBB2 ships straight equivalence, no modifier, as assembly point for imported standard parts, all A starports, small craft and nonstarships at B starports.

LBB2/LBB5 drives not produced at NONIND at all. Otherwise locally produced potentially by TL limits as per each tech table (not an effective LBB2 limit except ref imposed limits due to war, piracy, megacorps flexing story lines etc). So that creates the occasional parts/drive run to local subsector higher pop planets, or maybe speculation lots.

LBB5 ship size are limited by pop=computer model -2 at planets that are not NONIND but not IND. IND planets are straight 1:1 equivalent and so can build the biggest.
