In all actuality, after rereading the racial info in T20, a lot of the thresholds are already set there. I still think that it would be good to define the extra feat that Zhodani get, to keep them in line game-mechanically with the power of other human races, without having to add an Alien Level (effective class level in other D20 systems). I still think Psi Training is better than Natural Talent at representing the Zhodani, but T20 says Natural Talent, so I'd have to say, to be consistent, that the Ref should define the extra feat as Natural Talent.
