Ministry of State employee

What sort of job would a low-grade employee of the Imperial Minstry of State be doing on a backwater world with limited population (say, a few thousand) and a Class E starport?

What I need the employee to be is:

* Working alone on a temporary task.
* Doing official work for the Ministry of State.
* Being of low rank (a clerk or at the most a 3rd Secretary).
* Living in the only (relatively) sizable population center.
* Not be the Imperial Legate or part of his staff (I'm not giving the legate any staff or even a marine guard).
* Not have diplomatic immunity.

Edit: Also taking suggestions for jobs that would make him an employee of another Imperial ministry or agency other than the big ones (Scouts, Navy, Marines, Army).

The US Department of Agriculture has people attached to US Embasys abroad who facilitate agricultural trade and inspections.

The Imperium could have 'Industry reps' in other fields.
