Nope, just got it last night.
I stopped to pick it up and was excited. After the Michigan game I popped it open, then flipped through it. I just felt deflated.
Who should I call?

Include a 1-page letter explaining the issue. Mongoose said that they'll provide a replacement for defective High Guard books along with the book of your choice from books that have already been released. I wish I had a hyperlink for an official statement from Mongooose, but I do not. I would be suprised if they didn't extend the same courtesy for Scouts as High Guard.
I recently sent in my High Guard book. I'll report to a relevant thread when I get resolution.

Luckily my copy does not have this problem. My only complaint so far would
be the missing prices (or at least price ranges) for the various types of Pacs
for the Standard Scout Pac System.

I felt the same way when the Big Floppy Books came out. All the same typos and mistakes in a new format. I understand the CD is the same.
On that score I heartily agree. I just scanned Scout, and there wasn't a sign of a price anywhere.
The big ManPac costs Cr. 5000, and that would seem to be it - so I would presume that the smaller Pacs will not top 5k individually.
However, I assume nothing these days. This oversight needs to be errata'ed, IMO.
