Educational Waivers

In T5.09, pg. 39, it states:

A student attending an Education Institution and who receives an adverse die roll or decision (Prerequisite, Application Check, Pass/Fail Check, Honors) may try for a Waiver. To receive a Waiver, Check Soc or less (2D); Mod minus number of previous waivers rolled (successful or not).

Does this imply that there is one count of waivers attempted for all educational activities? (Use 1 waiver to pass ED5, then when using a waiver in college you have 1 waiver already used to deduct from the roll)

Or does each institution have it's own count that starts at 0 upon application?

Also, can one assume that if C6 is not Soc, waivers are not allowed at all?

In rolling Vargr characters, I felt that Charisma C6 applied as a force of personality could sway a Waiver to be signed. It's more immediate and on-the-spot than Social Standing, quick and dirty and I felt it worked.

I do agree with the negative penalty for each previous Waiver, whether it came from schools, college, academy and OTC. That doesn't escape the eyes of the interviewer to allow entrance to the institution.

As to the maximum amount of Waivers in a sophont's life, that is regulated somewhat by the above penalty. A person's C6 -2 should be enough to prevent the 2D roll from succeeding after that many Waivers.

I interpret it as one count, because of the lack of conditions. If they meant one per institution, they could have said that easily enough.

I would say the Soc = 1/2 C6 would apply. But, I like the idea of charisma being equal instead of halved.

Charisma should work as well. Though it's more a matter of walking into the dean's office, growling and put some pressure on. I wonder if criminal humans should have Charisma instead of Social Standing.

And that is slightly what happened with the main character of my book, Zhevra. A Suedzuk, her parents, family and Pack used both the lure of money and the subtle threat of pulling all Suedzuk from the Academy campus. Since the Sack of Gashikan, many fear that moment when all the Red Pelts suddenly leave an area. The Academy director was smart enough to catch the hint and Waivered Zhevra in to Naval Academy and after seeing her initial marks, allowed her to tack on NOTC.

This is an example of how Charisma (C6) can be used in subtle and not so subtle ways to apply for Waivers into the halls of learning. Money just made the grinding gears less squeaky.

Criminals, in my view, should have a more mutable Social Standing as if it were Charisma. This is a racial trait not a marker of week-to-week status. But I do see where TNE is coming from.

Thanks for all the thoughts. Upon further reflection, I agree that there is one waiver counter for all education and training activities and that all versions of C6 should be allowed, not just SOC.

Perhaps realms and domains outside the Imperium can/should consider other C6 options as a suitable replacement for SOC. However, within the Imperium, SOC would be the driving attribute for waivers into most, if not all, institutions. For instance, the Imperial Naval Academy at [Sector] Depot.

I would say the dominant characteristic would apply. In other words, the planet's main inhabitants (where the school is) are in a caste system, then their educational processes would line up with that, and "college" (to them) would use Caste as C6.

In those cases, Soc would be the characteristic being used at half-value.
