What does PV mean?

Under TNE rules, PV was penetration value. Usually, this is the total number of armor levels that can be penetrated with the round.

OK, in TA1 on page 24 under special ammunition effects for armor piercing rounds: "-5 PV, designed to penetrate ballistic cloth".

T20 lite does not address this (or if it does I haven't noticed), so I can only guess at it until the full T20 is in my grubby little hands. So, my guess is that these rounds ignore the first 5 levels of armor for hit and damage reduction purposes. Although I'd probably restrict this to actually defeating the armor (-5 dr).

That makes a certain amout of sense
