Trip across Regina subsector

For an adventure I'm working on I need a 25 jump long jump-2 route that starts and ends on Regina.

* It should touch as many systems as possible with as few doubling backs as possible.
* It should have as few 1-parsec links as possible.
* It should include as few low-population worlds (pop 3 or less) as possible.
* It cannot include any redzoned systems except (if helpful) Shionthy.
* It doesn't have to stay strictly within Regina subsector but can stray across the border into Aramis, Lanth, and Jewell.
* It cannot visit Regina in between the start and the end of the trip.​
(A 3 parsec link (involving two jump with extra fuel carried) can be used if it results in more different worlds visited, but I don't think that will apply).

Can anyone help me here? Either someone who has some sort of helpful computer program or someone who enjoy this sort of puzzle? (Which, I must say, I really don't).

Best I've done so far by myself is 20 worlds (Including Regina) with one double visit (Beck's World).

I don't know about the populations as I don't have the UWPs in front of me, just the map.
Whanga is definitely low-population. At the point of time I'm working with (late 1104) it has just had an interdict lifted[*] and Sternmetal has bought exclusive rights to it. There's just a Sternmetal survey team there at the moment and they get all their supplies and transport needs covered by Sternmetal ships. But I can work with that.
[*] Not canon and probably contrary to the T5 1065 listings. In the JTAS Online adventure I had set on Whanga, it had been interdicted from 250 to 1103, but sadly[**] JTAS Online is not canon, so I doubt this has been taken into account.
[**] In this case, anyway; there are some articles I'm quite pleased are not canon. ;)

I just rechecked it. A problem with the Lanth SubSector worlds.

Djinni is Red Zoned.

You could change it to Wypoc which is Amber Zoned and then a Jump 1 from there to Dinomn.

Djinni is also only an E Starport, if that matters. Wypoc is a C Starport.
 
This one has a few Jump3s and a few Jump1s, no red Zones other than Shionthy and stays away from Regina once you leave, until you return at the end of the loop. Too many Low Pop worlds to avoid them entirely with Jump 2. It travels a fair way out of Regina subsector though.

It's for the Pull of the campaign. The former captain of the ship the PCs have just bought/inherited found something awsome (an undiscovered Old Darrian outpost) on his last trip. He was negotiating sale of the location to a rich guy on Regina when he was run over by a bus or killed by a terrorist bomb or whatever. The ship still contains some enigmatic clues in his notebook and a list of last year's ports of call. The rich guy offer to subsidize a search for the site. Since both Captain McDeadguy and the PCs will want to trade along the way, low-pop worlds are less attractive as they generate less trade and traffic. Less attractive, but not out of the question.

(Yes, I did consider reusing Twilight's Peak, but I have some problems with the internal logic of that adventure[*].)

[*] The guy wrote umpteen thousand words about events on a planet and didn't include enough clues to narrow down the search to just a few possibilities? (Just the quoted line about the air should eliminate any world without a tainted atmosphere). How did the Octagon Society just happen to place their shelter on top of

Well, I've always thought that the obvious reading-between the lines was
