When buying online if there is a picture of the cover then the second version uses 3D lettering for the title (instead of flat) and the BTRC logo is red (instead of black). (Also the BTRC logo has changed slightly but that should be enough information to tell which version you are buying.)

3 editions, PLST, 3... A quick search shows the 1989 as 2nd edition, and 1991 & 1996 as 3rd edition, as does my 1996 edition, on the copyright page (inside front cover).

an inexpensive 2nd ed is good for MT, as it includes the conversion tables.

Of course, by extrapolating from 3G3's tables (MT/TNE TL9-15 are 3G3/Timelords/SpaceTime TL's, aka TLTL, of 3g3TL 12-17), one can make some SERIOUS firearms...

A couple caveats: Traveller assumes CPR weapons top out at TTL 10 (3G3 TL 12), while 3G3 tops out at 3g3TL 15, but provides for extrapolating to TLTL18 or so...

A TTL15 hypvel pistol of maximum powder loading is readily capable of massive penetrations; a DU 2x20mm HypVel penetrator and cased round can get QUITE high, with rounds the size of '120 cigarttes.' I've gotten pens of 8 for pistols, and 9 for rifles with that round. The 3m muzzle flash is an issue, however... as is the hypersonic speed.

(Was P/A 8/3, Dmg 3, Sig Hi, Recoil Hi for the pistol, P/A 9/3 for the rifle.)

Not so. I have both the 1991 and 1996 versions in my hand as I type (not the hand I'm typing with, the other one) and both identify themselves as 3rd edition inside the front cover. These were the versions I was describing. The page count differences and supported systems differences were described based on first hand observation of these two '3rd edition' versions.

The two editions being discussed do have some minor fiddly differences in a couple formulae. I don't recall exactly which formulae, either.

Alternately, you can get More Guns! for 3G3, which also has the MegaTraveller conversions in it, as well as 500 pre-built weapons...
