But the navy does have its own canonical couriers. Just not combined into the ubiquitous (but stupidly expensive to operate as a cargo vessel) Type S. The naval fleet courier is 400Td and J6, 2G..

MeteoricAssault is basing his pay-grade insignia on CT:Book 6 administrator ranks. In Book 6, only IISS Field Scouts do not use ranks or a formal hierarchy, but the IISS "Bureaucracy" has a formal administrative rank structure, which is where the "IS-#" designations come from (IS-10 and higher are "Administrator Ranks", the equivalent of "Commissioned Officers").

In general, I have always thought the administrator rank titles work fine for the truly "bureaucratic" branches of the IISS Bureaucracy, but there are two branches under the Operations Office (Scout Fleet and Security) where I thought different rank-names for the IS-pay-grades would be more appropriate. For Security Branch, something akin to USAF Ranks (up thru Colonel at IS-15 [O6]) would work *, and the actual ship-crews of Scout Fleet might have something similar to Merchant Ranks (which is similar to what MeteoricAssault has done).
* - I believe this was actually suggested in GT:First-In or GT:JTAS.

I found Book 6 "lacking" when it dealt with the organizational roll out and hierarchy .... but on the other hand I have been down this road before on this thread.

I like your insignia. As a suggestion, I think IS-13 and IS-14 look too similar. Rank insignia are generally supposed to be easily distinguishable from a quick glance. I would remove IS-13 and IS-18, and shift everything down one rank, and then make IS-17 and IS-18 more distinct and elaborate (i.e. set them apart in some way).

Well I am glad you spotted it ... because that is the wrong patch... see what happens when you try to create with a 4 year old in your lap.

Hmmm, ya, I am leaning to Book 6 done by LBB1/COTI, Scouts are the line guys, Bureaucrats are the senior officers, the officers insist on wearing their dress duds while the line scouts wear their mission jackets or working suits/exploration dress on all but formal occasions.

Any bureaucrat that has not been promoted might be sent out on 'field surveys', on missions where they are to observe, probably due to a rule that Scout Officers cannot be in the field and also to season/prepare the new bureaucrat with a sense of what goes on 'out there' and why the counter-intuitive organization mix.

More fish out of water fun, cause what's more useless on a Scout mission then a bureaucrat? A junior bureaucrat with absolutely no useful skills or authority.

Eh, got to looking at the COTI pregen character list for non-ranked bureaucrats, and found most didn't have Admin. Some are useless, others useful.

Struck me that a scout crew would like having a bureaucrat guy along in a yard goat capacity to requisition all the good stuff, get good coffeemakers and grub on board using their admin skills, etc.

Also, noted a lot of examples of unranked specialist types on that list, including a Recruiting-3 guy (HR in spaaaaaaaaace) and a Computer-6.

Could be the unranked serve as sort of Scout Warrant Officers, technically outranking the line scouts but not being a Scout Officer?

Still fish out of water, remember bureaucrats specifically get the no-gun skill negative, and pretty much no space skills at all.
