MeteoricAssault is basing his pay-grade insignia on
CT:Book 6 administrator ranks. In Book 6, only IISS Field Scouts do not use ranks or a formal hierarchy, but the IISS "Bureaucracy" has a formal administrative rank structure, which is where the "IS-#" designations come from (IS-10 and higher are "
Administrator Ranks", the equivalent of "Commissioned Officers").

In general, I have always thought the administrator rank titles work fine for the truly "bureaucratic" branches of the IISS Bureaucracy, but there are two branches under the Operations Office (
Scout Fleet and
Security) where I thought different rank-names for the IS-pay-grades would be more appropriate. For
Security Branch, something akin to USAF Ranks (up thru Colonel at IS-15 [O6]) would work
*, and the actual ship-crews of
Scout Fleet might have something similar to Merchant Ranks (which is similar to what MeteoricAssault has done).
* - I believe this was actually suggested in GT:First-In or GT:JTAS.
