If you use the Classic books, and go with it is not possible to raise any skill level more than 1 in a term, you pretty much have an automatic cut-off for very high skill levels.

A subtlety not to be missed about CT is the factor built into the character death/reenlist rolls.

An Army gets all those Rifle/SMG plus reasonable to get Lieutenant or even Captain, so 6 skills possible in one term.

But unlikely to reenlist that often to see a major long term advantage.

Scouts get 2 skills per term automatically, but are less likely to survive 7 terms to top out average INT+EDU.

It's a holistic career/skill environment tradeoff.

Well, depending on career, you could get up to 5 levels in one term...

Army:
Rifle-1
1st skill roll: Rifle-2
2nd skill roll: Rifle-3
commission skill roll: Rifle-4
promotion skill roll: Rifle-5

So you have SMG-1, Rifle-5...

Or if you allow all the rolls AFTER taking the SMG-1 for Lieutenant, then you could have SMG-5, Rifle-1...

By the same logic, a Marine character could have Cutlass-5 or Revolver-5.

A Scout could have Pilot-3.

Anyone from Navy, Marines, Army, or Merhants could have a level-4 skill in anything possible from their tables.

A Scout or Other could have any level-2 skill from their tables.

The first attempt found nothing in 10,000 character, the 2nd attempt on the 531st character. Note that the above URL bypasses enlistment, so that was 10,531 characters that succeeded enlisting into the Army so they were eligible for promotion term-1...
 
Just a thought but total skills is not the problem, skill level is, as a skill of 6 or 7 gives you a huge advantage, why not limit max level in one skill cannot exceed # of terms served.

If you roll a skill that puts you over that max, mandatory reroll. You can still keep Int + Edu if you want but that would curb your super skill problem.
