I would think that three things play into this, skill level for the related skill, intelligence, and initiative.
Skill level would give an indication you know what you need to do something because you can do it. Intelligence is an indication of you being able to remember needing particular things and having the foresight to bring them. Initiative is a measure of your 'drive' or effort to actually do any of that to have the items present.
What I'd do for this is take the lowest value of the three and apply that as a modifier to the roll. Thus, if the character is skilled and intelligent but has low initiative, they knew they should bring X, they remembered they should bring X, but were too damn lazy to actually bring X.
On the other hand, if the character has a 0-skill level in the needed area, is intelligent, and has good initiative, they simply didn't know what to bring and therefore are likely not to have it.
For common items, one can simply assume that a successful roll and passing the check means the item is present within the group or on the character.
