[Shipyard] The 1/2 A Power Plant!

The core rules almost provides for something better than the 1/2 A power plant, and I didn't even see it.

It requires stage effects. I don't know (yet) if that matters.

It also requires one change to the rules: the power plant minimum size should be reduced to 2 tons.

Anyway, here it is: apply the "Modified" stage to the Power Plant A. The result:

Modified Power Plant A.  Rating=0.9.  Tons=2.  MCr 2.
Not only does this save us 2 tons, it also pushes at 90% of the PPA. Yes, it's not terribly efficient, but in a 10 ton hull, we only need 1t of fuel. That's still better than using a regular PPA.

Unfortunately, that might be abusable. Consider connecting two Mod-A plants together. You get better performance than one A, even taking fuel use into consideration.
 
Ah, but you get redundancy, and when it comes to power plants, maneuvering engines, and jump drives, I like redundancy.
