Promotions for enlisted characters

In T4, enlisted characters seem to automatically get promotions. Two questions. (1) Do they also roll for promotion to see if they advance faster than normal, and (2) do they get the extra skill for said for the auto-promotions or only a max of 4 per term?

IMTU, they do get an extra skill. I don't think that there is a roll in the rules, but I just use the promotion rule for any enlistee I want to make.
