Life Insurance: available in game after mustering out?

I'm working on a character, would like to get him Life Insurance on mustering out, but it is proving most elusive.

Is Life Insurance available in-game, for purchase or subscription?

Need to decide if I am going to keep trying for it (four rolls left) or change columns and roll for some cash.
