well, rolling them up is easy, and rolling up the world stats is easy. determining what those worlds are, however, is a lot of work. which is why there are only two developed sectors out of 35 "rolled up" - the two developed are not yet fully developed.
try starting with a single world. develop its history and culture and people and setting. then try a "pocket empire" - a collection of a few worlds. then decide if you want to try a subsector.

28 is correct. Hinterworlds is the only non-obvious one.
There are 35 sectors in the classic Atlas of the Imperium, covering the quadrangle from SPIN to EMPT to SPIC to STAI, but that (obviously) includes 7 sectors with no Imperial worlds.
