Being a science organization, scientists from foreign nations are sometimes on board NOAA ships as observers or technical experts.

It's a poll on whether or not the IISS uses non-member consultants. It just doesn't have a multiple choice poll, instead being open answer.
 
Well, the way my friends and I played in early 80's was that Scouts got the job done. Don't ask to many questions unless the really screwed the X.

That is why when a field scout got sent to the Admin side there was rough seas (sort of) between the Admin who did everything by the book and the field who did what needed to be done.

Oh, and look out if Admin got stuck in a field postion. It was rougher on them than any enviroment or situation would be for others. Practical jokes, grease in the coveralls, bumped in the hallways everytime, etc.

The way I look at the Imperium's view of ship (and ship crew) The captain is incharge, they are responsible for everything that their crew does or does not do. They are the ones who decides who is on ship and who does make the next lift.

So, if a Scout section wants to place or include someone who is not part of the Scout Service, no one is going to ask about it unless things go wrong.

I'm unaware of any canon that establishes the presence or absence of something akin to the Geneva Conventions between various polities in the TU, although it seems to be a useful enough thing that I'd be very surprised if there wasn't *some* sort of agreement between all significant polities, though the details may vary in different circumstances.

The Imperial Rules of War seem to cover the same ground.
The Imperial Rules of War is an unwritten set of guidelines for when the Imperium will intervene in armed conflicts between subdivisions of its member worlds. Maybe you're thinking about the Imperial Code of Military Justice?

Canon implies the existence of certain conventions of war between the Imperium and its neighbors, but does not specify what they are (The Zhodani delivered a declaration of war just before they attacked in the 5FW; the Imperials were real pissed at the Sword Worlders for attacking Lanth without a prior declaration of war; there's an NPC that was captured by the Zhos early in the war and was exchanged in time to participate in the Battle of Rhylanor). There has been no mention of any counterpart to a Geneva Convention. But then, for a long time such things as parole and prisoner exchanges were conducted on Earth based on nothing more than unwritten conventions.

My take on the subject is that the Imperial Code of Military Conduct defines how Imperial forces (are supposed to) treat prisoners as long as the other side treat their prisoners the same way. This unilaterally establishes a sort of Geneva Convention.

(Note that a unilateral code of conduct is not unprecedented. Some of the British Articles of War deal with proper treatment of prisoners).

Outsiders

The most likely source of such a hiring long term would be Exploration Branch. If a Scout cruiser is on a multi-year survey/explore voyage, especially outside the Imperial Borders, they often have a need to recruit replacements for KIA crewman. It could often prove a necessity otherwise that missions would abort pre-maturely if non-Impie recruiting wasn't allowed.
