As for why would a suicide bomber run away, I don't know.
Perhaps they are so focused on their target that an interuption like a squad of armed police activates the fight or flight reflex - with the flight usually winning.

And why not blow up where you stand - don't they have to kill the infidel to get to heaven? It's part of the brainwashing IIRC from the newspaper articles explaining it all.

Well, the Muslim community in the UK is understandably very nervous about this. As one of them said, are they going to start shooting random Muslims with rucksacks next?

AIUI, the police believed the man was connected to the bombings. When challenged by armed officers he ran straight into a tube station and onto a train. If there was the slightest chance he could have had a bomb - and under the circumstances they had to assume it was possible - then they were absolutely right to kill him.
