Are Engineers per ton of drives stated anywhere? Or any other scale of staffing? How about Stewards per high passengers?
 
Not that I have seen yet. I have always gone by the standard of one engineer per 35 tons of engines. I forget where I have that reference.
 
Previous text said one skill level of Engineering per 35 tons of drive, and one skill level of Engineering per drive, though I don't know if those are additive or just minimums. Perhaps that dropped out of the current text. And even if it's still there, it needs to be easily found.
 
T5 left behind the blessed simplicity oc CT.

I guess the rule in T5 is now the "real world" rule of "adequate staffing" .

this is now into the hand of the ref through two devices: Watch keeping staffing level and the Eng-skill/knowledge structure.

T5 introduce the notion of Watch keeping. Inadequate number get translated in inefficiency, that should rimpose a DM on the daily mishap roll. No indications however of the actual value given staffing level.

Furthermore, a starship ability to deal with breakdown require availability of 4 knowledges to have non automated operation (see p127). So, unlike CT a single Eng skill roll does not give you the skill required for that 1 per 35 staffing level.

Insurance and safety regulation would require "adequate staffing", something that is an "expert assessment" left to the Ref.

Of course, small ships could have automated drive.
