Welcome to the new COTI server. We've moved the Citizens to a new server. Please let us know in the COTI Website issue forum if you find any problems.
We, the systems administration staff, apologize for this unexpected outage of the boards. We have resolved the root cause of the problem and there should be no further disruptions.
The "Weaponry" header should stop at Heavy (i.e., Computers and Communications aren't "weaponry", but have no header either). Similarly "Transportation" should stop at Space, and Energy has no header. But easier to read than the original.
I REALLY don't like this table at all. But I think the cleanup helps make it a little more presentable. I see what GDW was trying to do here. They were trying to fit more information into the margins than could fit. My rework actually raises the top margin a lot. But it raises it the same on both sides, so when you open the book to this page, it should look OK.
Why are there even rows for Tech Level 18—21 if they're going to be completely blank?
Those are for entering your own campaign's technology items: see p.8 of LBB3 "The technological level tables have several spaces or holes, and such gaps should be filled in by the referee or the players when they discover items or devices of interest."

I should really read the rules before criticising them.
Ok, sounds like I should make this into a separate PDF that GM can print out and write on. I keep forgetting Charted Space wasn't a thing when the 3 LBBs came out.
