Hm, IIRC Jon was somewhat influenced by that game for GT:Interstellar Wars. I'm guessing they just quietly tossed that part out of the window.
I can't remember anything about it in the playtest.
I guess that's where Bell and Braben nicked the idea of stellar refuelling from for Elite though ;)

Well, it seems that generally brown dwarfs should be more common than M V stars. Which means there's a hell of a lot of them out there. Of course, it is true that they're also hard to find because they're so dim.

We got one that's fairly close by that was recently discovered:

Statistically speaking, there should be more (and more late M V stars too) in the neighbourhood. How many more, I'm not sure of. But there certainly could be more lurking out there.
