The T5 trade classification section states

Ba requires Starport E, X

Does that mean that the Ba trade classification can only be assigned if the starport is E or X, or that the starport should be downgraded to E or X if the system has the Ba trade classification?

I would go with the former, they can only be assigned to existing Class E or X, otherwise it would be a Dieback.

Funny you should say that. I was actually leaning the other direction. I discovered one place (it's page 457 on the CD ROM, IDK the page number in the H/C book) where it is referred to as an adjustment.

I figure if there is a Starport, not nothing, not just a beacon and flat spot, but real Class D+ Starport there, but no Pop then they done killed they fool selves...or left.

If some change in the UWP happened too recently to have been noticed by the Scouts then the other parts of the UWP are likewise not updated. It's all or none. If the Scouts noticed that the population was all gone, they also noticed that the starport wasn't functioning any more. And vice versa.
