Pondering Another "Traveller as a Setting" Concept

There is the occassional donnybrook, which escalates to a broughaha, then to a full blown chingaso.
In my setting the army complained it spent generations training local forces now just to fight them. The war became very unpopular after people in the core started being drafted, and sent to fight an insurgency across a hundred new worlds. The government responded by firing the Army commander. The Navy accused the army of losing the war. Similar to the Roman Social War.

I lean towards "small army" as well - but hadn't considered the elements you brought up. Thank you - definitely agree they're viable.
Past few things I've written up I tend to keep "Army" as planetary forces, and "Marine" as interstellar polity run. Which changes some of the dynamics a bit.

Current one I'm scribbling may shift that some, but I haven't worked out how yet to my complete satisfaction.
