If that's Vilis in the Spinward Marches, then Margesi (0210 C575677 6 Agricultural. Non-industrial. A) seems to fit the bill. It's two parsecs away (and in an Amber Zone to boot - ooh...). I hope you and "Marge" have a nice date

Don;t have my copy of BTC handy. But isn't there a planet that is occupied Vilis that would be a potential Balkanized world. As the factions united to overthrow Vilis but they themselves are divided...
