World Tech Level: Production or Use?

I still like maintainable tech level.

If the tech is produced locally fair enough. If not, if it is maintained and serviced by the indigenous population then that should count towards its tech level too. Helps out with the mining colony thing. If the imported tech requires off world specialists or to be returned to its world of origin for maintenance then that doesn't count.

Denmark has a maintainable tech level of around 3. We're incapable of building cars, but we have lots and lots of auto repair shops. You can buy cars in Denmark and you can get them repaired. Which is most useful for a prospective visitor to know? That we don't manufacture cars or that we sell and maintain them?
