What does the population modifier represent?

I poured over the edition I have at hand (TNE) and while I could find how to generate the pop modifier, I didn't find any explanation as to what it actually was supposed to represent.
 
as i understand it, it's a mulitpler for the pop value of the world profile.

the pop value gives you the rough pop, to the number of figures (ie "millions". "tens of millions', 'hundreds", etc), and the pop modifer tells you how many of that figure thier actually is (ie a pop of "millions" and a mod of 7 would be "7 million",
 
That's right; because the population digit gives you such a broad value (Pop Digit 6 represents 10^6 people, or somewhere from 1 million to 9 million people), the population multiplier makes it just a bit more fine-grained.

So for example, using a Population Digit (Pop) of 7, with a variety of Population Multipliers (PM):

Pop 7, no PM: 10,000,000 to 90,000,000 people
Pop 7, PM 1: 10,000,000 people
Pop 7, PM 5: 50,000,000 people
Pop 7, PM 9: 90,000,000 people
