General UWP for neobarbarian worlds?

So, as I add layers above and below the OTU Travellerworld map, I want them to “edge of the Empire” places.

This means creating a subset of UWPs that are consistent with neobarbarian worlds, pocket empires and litte hell holes that are not worth visiting.

Before I put some serious hours into that, I thought I would tap the brain trust for previous work or shortcuts that may already be developed.

I mean, this game system is near 50 years old. I can’t be the first person to do this, right?
 
Perhaps use some of the New Era resources? You could grab an entire subsector, scrape off the serial numbers, and no one would know they were from a post-apocalypse OTU .
 
What's the story? Are the collapsed worlds from a bygone age? A new intertellar society being bootstrapped rock by rock?

One interesting idea I heard from here (forget the original poster) was to do this:

roll up a subsector (or more). Quickly run through all of the worlds, and it it's not a T-shirt world (breathable air, some water), then zero it out. Zero population, zero TL, X starport.

Take the remaining worlds, and knock them back to TL 8. By that, it means find the highest remaining TL planet, for every TL it is above 8, knock it, and all of the other worlds, down one TL until it reach TL 8.

For each TL, you reduce the population (I don't recall how much -- by half, or something like that).

What you have remaining is a sector of stars with a dominant society (i.e. the TL 8 that survived), and ready to burst out into the stars, with ripe destinations ready to conquest. If you have more than one such world, well, they just get to fight it out.
 
Vacuum Worlds & Asteroid Belts Pop 0.

Atmosphere A+ worlds Pop 0.

Any other world that isn't Atmosphere 4-9 and Hydrosphere 4-8 is Pop 1-6 (Pop 1 & 2 worlds could be new arrivals or dying a slow death for some reason).

Worlds with Atmosphere 4-9 and Hydrosphere 4-8, create normally. If you want, any roll for Pop lower than 5 is 5, because these worlds are really nice if they can support Human/Terran lifeforms.
