Trailers and Tractors in Striker

The Striker rules include instructions for designing a trailer (Book 3, p.47). However, I can't find any reference to how towing a trailer affects a vehicle's performance, or to the maximum trailer weight per vehicle power-to-weight ratio.

Did I miss that rule (in that case I'd like a page reference), or do we have to devise the guidelines in this area ourselves?
