Trade Classifications PGL

Doing some research into Trade Classifications and ran across one on https://travellermap.com/doc/secondsurvey.

It falls under Barren (Ba) or Dieback (Di) and one of the requirements is PGL 0.

I have no idea how you determine PGL, I know it has something to do with population, but why not just use the UWP Population value. Just curious as to where it comes from and how it's value is determined.

Anyone else have any clue?

PGL are the "social" digits of the UWP:

P = Population
G = Government Type
L = Law Level

Barren & Dieback worlds by definition have no population (and hence all of these entries are "0").

The difference between the two is TL. If PGL = 0, but there is a TL, then the technology is relic equipment lying around, hence a Dieback. Otherwise it is Barren.

I prefer the term "Ghostworld" (Gh) to "Dieback", even if it's not canon.
