Does the Third Imperium maintain Navy or Scout Bases outside of the Third Imperium borders on friendly worlds? Similar to current military bases on foreign soil of other nations.
I would argue that the Research Station on Retinae is "more significant" than either a Scout Base or a Naval Base, owing to the fact that Research Stations are FAR LESS COMMON.

There are presumably some Naval Bases in the Urnian Subsector - they are supposed to be interdicting the dangerous worlds at Andor and Candory and only doing so from the Imperial side seem stupid!
Oh yes - It's the Imperium.
There's an Imperial Scout Base on 2832 Kivu in Kixum, Crucis Margin. It's been there for a few hundred years, based on the Wiki. Among other things, it seems to also be keeping tabs on Hiver ships passing through the area.
There is also what looks like a Scout Base on 0301 Senyer in Kirleon, Numbis. If this is an Imperial Scout Base, then it's keeping tabs on K'kree shipping, and also maybe an early warning of K'kree military movements in the area. There is also a possible IN Base in the same system.

There is an Imperial Naval base co-located with a Scout base at Hollis/Reidain/Foreven 2523. Four parsecs from Zhodani space, with the nearest Imperial world being about fourteen parsecs away.

There has been a move to standardize base symbols on the Map, though that does raise the question of who put those bases in "na" space. Numbis has a bunch on worlds that wouldn't be able to build their own.
