The implications of his deception score

A convention in my game is that any score of 3 or higher indicates a level of expertise that will come with a degree of reputation or infamy. If you are +4 you will be known for that thing, and +5 your fame will follow you. This won't probably be an advantage. a +4 gun combat character will be challenged to gunfights, a la old west gunfighters.
In the last game I began a character acquired a deception 4 skill. It hasn't come into play yet, and I'm not sure yet what it makes that character. Who are you if you have deception-4? And, who knows about this skill? The answer is probably nobody, since you are so good at deception.
In play, what actions are you able to take with such a high deception score? This is well out of the range of convincing the customs agent not to check your bag.
 
Part of the art is settling what the skill means and does.

I favor powerful comprehensive skills, not cascading specialty. So Deception presumably means the sort of alteration of identity and character that a spy or con man would use. The primary skill of say a Mission Impossible team member.

But I expand it to mean the psychology of masking and misdirection.

So I use it for camouflage, a sort of negative use of Persuasion, Forgery, and the foundation skill of acting.
