Has a common world description beyond the UWP been developed? I mean do you want cities, physical features, culture, history, government, npcs?

If you mean world generation system, there's a section on Freelance Traveller about "Extending the UWP" which includes government, starport and society detailing methods.
There's also an "Extended System Generation" system (actually, there may be multiple - AotI uses one) which randomly generates a star system.
