Sydite question

In the Traveller's Handbook, in the Sydite description, it says that although the Sydites have two pairs of arms they can only undertake any action with one pair at a time.

Um... why? Wouldn't it make sense to be able to use all four arms at once, I mean normal humans can learn two-weapon fighting and ambidexterity.

I personally allow the Multiweapon Fighting feat chain for multi-limbed creatures from D&D for Sydites.

I guess if you wanted some sort of pseudo science handwavium you could say that it had something to do with the way their nervous system works...a bit tenuous but it's the best I can come up with.
