Sword Worlds/Border Words Question

This one's probably dumb, but I'm good at those. In the Border Worlds, with it's 1/2 Imperial, 1/2 Sword Worlds government, do you think starports would fall under the SPA, a local version of the SPA, or local control as per normal SW practice?

Local control, but with an obvious Imperial observer of some kind would be how I would do it.

Since the Border Worlds is a free and independent interstellar state allied to the Imperium, the only Imperials (other than private individuals) on them would be ambassadors, consuls, and, of course, a few, a very few, no more than absolutely necessary, advisors.

Oh, and a few troops on loan...
