Spaceports on Non-Mainworlds

Has anybody played with the system generator for non-mainworlds yet? The mechanic for generating spaceports reads (on page 432) that the roll is Local population - 1D. With the result read on the accompanying chart that lists the spaceports as follows

2 = F (Good)
3 = G (Poor)
4-5 = H (Basic)
6+ = Y (None)

Considering that non-mainworlds tend to have a lower population to begin with this is leading to results that generate a lot of F class spaceports, and not much else. Logically it also leads to the conclusion that worlds with higher populations have worse spaceports.

Out of curiosity where are your new generated worlds situated? Or do you create your own Traveller universe? Myself I like the Traveller map and new worlds are around that somewhere as that way all gamers the world over have a reference point. (It also is well worth checking out if your planning on writing a new Traveller novel as I learnt from reading the saddly below mediocre effort that is 'Fate Of The Kinnunir').
 
The Subsector I run campaigns out of is in Zarushagar, Subsector B starting in the year 1125. the Zarushagar Sector in general was most of the Ilelish (Dulinor)/ Imperial (Lucan) front during the Rebellion war, and by 1125 has suffered the worst ravages during 8 years of struggle.

I have created my own for many years. The OTU has too many bizarre aspects. It also hems in the PC's as the 3I is surrounded by "settled" space. No real frontier area.
 
I house-ruled the roll to 2d6-pop, using the same table. Leaves uninhibited worlds with only a 1/12 chance of having any base more advanced than a beacon and ensures that heavily populated non-mainworlds are very likely to have some sort of port.

Are uninhibited worlds the ones with very low law levels?

I don't like that, either. It is good for a high-powered characters, but I like to run 'ragged edge of space' games.

Foreven sector is a glimmer of potential, but only just that. The typical views of Foreven make it nearly as cosmopolitan and busy as the rest of Charted Space. I prefer it to be wilderness... which is hard to pull off. I also tend to tweak Charted Space a bit.

My current group all like being high-powered characters, so I've plunked them down in Deneb. Plenty of trouble to get into there.
