No the UWP is for MGT, although I have been liberal, to create more variety with the system, so Enceladus is rated as a waterworld, for example; Mars' atmosphere is thickened slightly, lets say due to terraforming, that gets it a desert rating. This should stimulate interplanetary trade in-game.
