IMTU airlocks are the designated smoking areas in spcecraft, because they by definition have to be able to filter out tainted atmospheres (and worse).

Good point, a world's Law Level might have an effect on it's legality, availability and acceptance, the same way alcohol and other addictive/harmful substances are on some worlds. Then again, a megacorporation that mass produces tobacco on some agricultural world might try to make tobacco use (and other substances) acceptable across a sector through advertising, cultural manipulation, free gifts or even compulsory trade mandates, tariffs and military action.
 
I would think this falls under drug use which clearly is allowed by the rules. Both legal and illicit drugs are in canon. There isn't anything in particular about how they have to be consumed so I'd think smoking would be allowed were that's the general method for ingestion.
