I'd like to see the spaceship miniatures combat rules published with the Navy Service Class guidebook; the small-unit/skirmisher miniatures rules published with the Marines SCG; and the large-unit miniatures rules published with the Army SCG.

That would be interesting to say the least. I like your idea about expanding the usefulenss of these class oriented books by adding complimentary mechanics. You could do expanded or alternate economic rules for the merchant book. Expanded world generation and astrological phenomena for the Scout book.
However I think if they did happen that the army and marines would be combined into one book. After all killing people is killing people. However if they did a decent "boarding action" game (ala CT Azhanti High Lightning) that they could couple with marines. Then ground combat could be in the army book.
