I believe you're referring to the "Life Pursuits and Experience" section (Page 81 of the 5.09 .pdf):
"The Process
In the course of play, after each session, the referee reviews
the events and notes for each player the Life Pursuit
Skill best used during the session. This may reflect some
negotiation as the referee and players discuss what they feel
was the best use for each player. Record this information.
Every year, on the character’s birthday, the character
reminisces about his activities over the past 365 days and
reviews the Best Used skills. From this review, one skill will
become obvious or prominent. The character receives an increase
of +1 level in that prominent skill."

passage of time reduces knowledge that has not been used or is out of has gone out of date. It according to the rules strictly applies to home world knowledge but I would argue that if the PC has trained as a Jump Engineer and the PC has not seen, or worked, on one in 20 years, the PC skill level would drop. ( I would allow relearning at 10x the rate though...)
I don't role play the usage of certificates enough... I guess in low bureaucracy worlds they would not mean much but the more civilized the more bureaucracy.
