Service starting skill points......

Hey all, there are no starting skill points for the military services, how do you determine what skill points a starting service character gets? I know it has something to do with prior history so if someone could give me an example of generating a character who takes a service career.

For starting skill points, take the listed amount per level, and multiply it by 4.
