S-3 Scouts

SOC-14 1K
OK just started reading Star Mercs. The S-3 scouts, what is their mission? The sidebar hinted that is partly counter insurgency. Do they function more like a paramilitary police force? I can see them dealing with minor threats to the communication system like the US postal inspectors used to do.

S3 is derived from this in LBB6:
Security Branch Scouts serve as police enforcers on Scout property, as commandos or shipboard light troops, for special Scout activities and as clandestine agents for Intelligence Branch.
Agents of the Scout Security Branch have great authority to arrest, detain, or question individuals suspected of violating Imperial law, and can demand cooperation from local authorities as the need arises.

I'm pretty sure S3 deals with violations of interdiction, along with what Sigg relates above.

In any case, the S3 leaves the counterinsurgency stuff to the Marines and Army.

S3's watchword seems to be "precision". They seem to pride themselves on achieving their mission objectives with the minimum amount of destruction and loss of life.

Try and track down a copy of First In, it's easily one of the best of the GT line.

Where did S3 first appear?

Was it the Rapid Repo adventure in DGP's MT Journal issue 3 or did they get an earlier mention somewhere?

Yes, S3 first appeared in MTJ #3. They are, in effect, the IISS' special forces.

In "Rapid Repo" the npc in charge of the mission, Nemo Stark(?) was mentioned as s-3, the pc's were reactivated scouts, but there was no mention if they were s-3.

I am guessing that S-3 units are quite rare. Little issues can be taken care of by planetary officials, big stuff by the navy and army. I can see S-3 fulfilling the role SWAT teams do in the US in the spectrum of force. More than a beat cop, less than the National Guard. For those times when you only need a platoon or two.

Does anyone know if 'Rapid Repo' is available on the internet? I sold my copy of DGP issue #3. I would really like to get it back. Thanks.

Sadly, that particular adventure lies in the domain of Sangerville and all of the Traveller stuff.

I do have a copy with a nasty crease across the front due to posties folding the magazine. I would be willing to part with for a very unfair price of US$25.00 plus P&H. I am sure that others are willing to part with theirs for much less but I am very attached to my DGP stuff.

If you are willing to pay this, then PM your address and I will go to the post office to find out the exact postage (pls. also let know how you wish it sent air, surface or attempt letter). Warning: postage rates between Canada and the US are quite high.

Actually the concept was that it's easier for the Scouts to call upon their own assets than to try and get help from someone else due to travel times, communications delays and the like.

How's this for an early reference to S3:
Finally, there are rumours that a number of executive undercover forces operating under Imperial warrants inhabit obscure corners of the Scout Service, but little proof is avaiable.
Library Data, CT Adventure 4: Leviathan.

So a branch of the scouts so secret that Book 6 does not mention it directly in the character generation. You can go to the Operations office and Intelligence school to be sent on Special Missions but no direct mention of enlisting in S-3.
So that is how you make an S-3 character.
I assume that they don’t possess grav tanks and battleships. Perhaps one regiment per sector?

Hmmm . . . is that far trader coming in really a merchant or is it an S-3 covert strike team?

You really should get Gurps Traveller: First In. It has a lot of information on the S-3 branch of the Scouts.

There was a period of time while MT was being published where there were attempts to 'update'the CT background by proxy, that is via articles and adventures instead of new rules sets. Nobody official planned it, it was simply the result of a number of freelance hardcore Traveller authors.

By chance I found another old reference:
Agents of the IISS security branch have the widest powers of any Imperial law enforcement agancy.
IISS article, page 13, JTAS 6, by Loren Wiseman and Marc Miller.
