With so many small powers, amid the larger world of intersteller space, it is likly enough that some nations would hire officials from far away. These would be analogical to the senseschals of powerful nobles, or the consultants in the sword worlds. unlike seneschals they would be free-lancers.
they would also be like city-managers on pre-starflight Terra.

IMTU the Reeve is appointed from among the planetary populace to act as the local government contact for an Imperial noble.

The Reeve keeps the noble informed of planetary affairs, usually through the offices of the Seneschal, and in turn communicates the noble's counsel to the planetary government.

The individual selected may be a member of the local government, though often the Reeve is a retired public servant, such as a former magistrate or administrator. It's a position that requires tact and gravitas, and Reeves are often distinguished and respected individuals.
