It seems to me that all systems with the Industrial TC will also have the High Population TC. Am I correct? Is this intended?
 
It's been that way since the days of book 3. So I would assume so.
 
Think about it... in the 1970's, all industrial powerhouse cities were smoggy... many still are...

Not just the 1970s, but all the way back to the 1870s. And it wasn't just smoggy air people were dealing with.

The best reason for building your industrial base on an airless rockball, no one cares about what happens to the pollution you dump onto the surface.
 
All those billions of workers, in arcologies or cave cities... I'm sure some would be decent, but I bet more than a few end up looking like Judge Dredd's beat.

Rethe a close second, 33 billions, very thin, desert, charismatic dictator. Some orbital habitat for the rich and a lot, lot, lot of caves, recovered mining tunels & (for the middle class that can afford a view to the stars) domed stripmining sites. A few domed ground habitat for the upper middle.

And yes, the environmental paradox: Within the habitat, polution control is dictatorial while nobody care for the polution you produce as long as you dump it outside.
