Px vs. Pe?

What is the functional difference between the Px (Prison Camp) and Pe (Penal Colony) trade classifications? Also, it seems that only the Px code is used in T5SS data, not Pe - why is that?

Okay, thanks! The Traveller Wiki shows both codes as being "Secondary" codes, so that confused me a bit. Also, the TravellerMap poster maker does have a separate symbol for Pe.

Doesn't that seem logically backwards?

A small outpost on Mars to house convicts from Earth is a Prison Colony (Pe).
An entire mainworld at Bernard's Star where convicts and politicals can be exiled to to live out their lives is a Prison Camp (Px). :nonono:

A 'colony' is usually bigger than a 'camp' and a 'mainworld' is usually more populous than a 'non-mainworld'.

I am pretty ignorant about these things but it was remarked that this was a "Secondary" code, so my impression is that on a main world, perhaps there is a significant prison camp but the worlds primary function is not as a penal colony. On a non main world, Prison colony seams to indicate that the world, or at least a significant region, may be primarily about the prisoners (and perhaps an amber or red world?)

Fair point. Is it also related to the degree of autonomy within the establishment? A camp is ruled by the administration, with everything supplied form outside the facility. A colony implicates an element of independence or self-sufficiency.
