populating world hexes question

I've been reading through the world mapping rules in T5 (pages 457 - 459, penultimate draft), and I'm confused about the table on pg 459 talking about populating the world hexes.

The instructions assert:

Using the World Hex column of Populating World Hexes, identify each applicable terrain type and apply the instructions. When specific hexes are required, determine the specific ones using 2D.

I've got that pretty well - if the world hex is a crater terrain type, then the instructions indicate to place 2D craters in WNH (white numbered hexes). And black hexes are "Other" (defaulting to Clear if there isn't an obvious other choice)

What I don't get is what the No. column in that table represents, and how (or if) to use it. Craters, in this case have No. 74 - the numbering sequence looks like it might be amenable to rolling, but it's not consistent, and I don't see any references to it. They seem to have a meaning, but I'm not clear on what it is.

Can anyone shed some light?
 
On page 454 and 455 are the different terrain types. The first 36 (11-66) are the base terrains, the ones after that (including craters 74 - seventh row, 4th column) are applied to a base terrain, eg the crater could be in a marsh, in a desert, in the mountains etc.

The lack of numbering on pages 454 and 455 doesn't help, and the table on page 463 seems to be missing the numbers in the No column as well. An early draft of this chapter had the numbering on what became page 455 and the drafts of page 459 never had a No. column.

Will raise these issues in the errata thread.
